December 15, 2021 Regular Meeting

Call to Order

President Stephanie Guerrero called the December meeting to order at 6:00 p.m.  Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl.

Administration

Also present: Superintendent Bob Meadows, Sangamon Valley High School Principal Jonathan Field.

Pledge to the Flag

Mr. Meadows led the group in the Pledge of Allegiance.

Student Discipline Hearing

Lori Campbell moved and Jeff Stahl seconded the motion to appoint Stephanie Guerrero as hearing officer for student discipline hearing. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl. All voted in favor. Motion carried.

Executive Session

Josh Hilbert moved and Jessica Browning seconded the motion to enter closed session at 6:02 p.m. for the reasons stated on the agenda. Roll Call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl. All voted in favor. Motion carried.

Closed Session Adjournment

Jessica Browning moved and Josh Hilbert seconded the motion to re-enter open session at 6:45 p.m. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl. All voted in favor. Motion carried.

Closed Session Minutes

Jeff Stahl moved and Josh Hilbert seconded the motion to accept the closed session minutes as read in closed session. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl. All voted in favor. Motion carried.

Student Discipline Hearing

Lori Campbell  moved and Josh Hilbert seconded the motion to expel student #SV2021-4 for one year from December 15, 2021 to January 1, 2023.  Based on a preponderance of the evidence presented in the expulsion hearing and based on the Board’s determination that the student engaged in egregious conduct, that the student’s continued presence at  school poses a threat to school safety of other students and staff and substantially disrupts the operation of the school. The Board further finds that given the severity of the student’s gross misconduct, there are no other appropriate disciplinary interventions available and that the presence of the student at school will foster a culture that the student’s behavior at school is acceptable or tolerated.  The expulsion shall be held in abeyance only if the student will enroll in an alternative school during the period of his expulsion. 

If the student complies with the following conditions, the student may request to return to the Sangamon Valley School District at the start of the 2nd semester of the 2022-2023 school year: 

  1. The student attends and obtains passing grades at the alternative school. 

  2. The student does not engage in any misconduct or rule violations while attending the alternative school.

Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl.  All voted in favor.  Motion carried.

Consent Agenda

Jeff Stahl moved and Jessica Browning seconded the motion to approve the consent agenda as presented. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl. All voted in favor. Motion carried.

Superintendent’s Report

Mr. Meadows presented the Test to Stay Policy to the Board.

Mr. Meadows discussed the opening for a 3-8 Student Services Coordinator.

Mr. Meadows updated the Board on the School Maintenance Grant.

Farrell Flatt Tournament

Jessica Browning moved and Jeff Stahl seconded the motion to allow the Sports Booster the use of the Illiopolis campus for the Annual Farrell Flatt Basketball Tournament on February 4-6, 2022, contingent upon COVID-19 numbers in the community and public health recommendations at the time of the event. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl. All voted in favor. Motion carried.

Softball

Jeff Stahl moved and Lori Campbell seconded the motion to allow Alan Ferriell to use the Old Gym and KPAC for softball practice contingent upon COVID-19 numbers in the community and public health recommendations at the time of the event. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl. All voted in favor. Motion carried.

Post Prom

Lori Campbell moved and Jessica Browning seconded the motion to allow Post Prom to use the Illiopolis campus for Post Prom activities on May 7-8,2022, contingent upon COVID-19 numbers in the community and public health recommendations at the time of the event. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl. All voted in favor. Motion carried.

Special Board Meeting is tentatively scheduled for January 26, 2022 at 5:30 p.m. to approve Press Policy Update #108.

Next Regular Meeting is scheduled for January 19, 2022 at 6 p.m.

Josh Hilbert moved and Jessica Browning seconded the motion that the meeting be adjourned at 7:21 p.m. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, and Jeff Stahl. All voted in favor. Motion carried.
